Spokane Salmon Restoration Collaborative Update

July 24, 2023

The Spokane Tribe of Indians (STOI) contracted with Cramer Fish Sciences to report on “Data Gaps and
Collection Protocols for a Habitat Limiting Factors Analysis for the Spokane River Watershed.” This is the
first step in developing EDT modeling to develop a habitat restoration plan. Components of the report
include identifying data gaps from previous EDT modeling, evaluating partner data, and proposing data
collection protocols. A subcommittee of the technical team began bi-weekly meetings with Cramer at
the end of April, and the report is currently in review.

Approved initiating government resolutions in support of creating the lead entity now include Stevens
County, Lincoln County, Spokane County and the Spokane Tribe of Indians. When the Coeur d’Alene
Tribe resolution is received, STOI will begin developing the packet to request lead entity status.
Outreach has also included a presentation to the Pend Oreille County Commissioners, keynote and
breakout presentations at the Spokane River Forum Conference, and on-going communications with
stakeholders and sovereigns.

Significant effort and progress continue to be made to develop a story map for the Spokane Watershed
Salmon History. This includes original tribal artwork, identification of tribal and settler quotes describing
the fishery, audio recordings, and extensive research and communications with cultural and technical
experts.

Partners are developing potential large-scale habitat restoration projects in both the Little Spokane and
Hangman Creek drainage areas that the technical team is being apprised of and providing input as
necessary.
